Patrick Pannett, National Campaign Manager

Patrick Pannett has many years of experience working in political field and other campaign operations. As national campaign manager, Patrick manages the day-to-day operations of the campaign’s national coalition outreach, assisting in implementation of grassroots campaign strategy and providing strategic counsel from our nation’s capitol in Washington, D.C.

Pannett has recently been managing campaigns for DCI Group, a global strategic public affairs and global issues management firm. Previously, he was involved with the national grassroots firm Direct Impact. In 2004, he was the paid voter communications coordinator for Kerry-Edwards 2004 in Pennsylvania, helping Kerry-Edwards win the battleground state in the presidential campaign. Pannett managed targeting, budgeting and vetting for mail and phone programs. He also worked on Senator Pat Casey’s campaign and State Senator Lisa Gladden’s primary race in Maryland.

Formerly, as outreach coordinator for the National Environmental Trust, he managed advertising, advocacy and media outreach in six states. As political strategist for a general campaign and field firm, he oversaw the firm's phone outreach operations and successfully delivered more than one million direct mail pieces in 72 separate mailings nationwide for the firm's largest client. Pannett was also responsible for GOTV efforts and recruitment for Pat Casey for Congress (PA) in 2000.

Kathleen Harmon, Field Organizer:

Kathleen Harmon has a strong track record of successful campaign field organizing for many high-profile elected officials. She served as California statewide field organizer for Willie Brown, Speaker of the California Assembly and San Diego County field organizer for Bill Clinton’s presidential campaign. She has also been an organizer for Congresswoman Diane Watson in Los Angeles and during the recent presidential primary, served as local organizer for Hillary Clinton, who won San Diego County.

Willie Blair, staff member for Congressman Bob Filner, has a long history of successful electoral campaigns, most recently helping Congressman Filner to win multiple elections in a Congressional district adjacent to the 52nd Congressional district.

Carl Silverberg, Fundraising Consultant:

Carl Silverberg is the President of Silverberg Associates, a political consulting firm that specializes in PAC fundraising and political strategy. Carl is a former investment banker, radio and tv personality, newspaper columnist and Chief of Staff to a senior Democratic Member of Congress. He has been in campaign management positions in congressional and senatorial campaigns throughout the United States. His first foray in the international political scene was helping to oust General Noriega in Panama.

Silverberg Associates specializes in raising PAC contributions for Members of Congress and challengers. By combining his extensive political expertise with his background as an investment banker, Mr. Silverberg's incumbents routinely out raise their opponents by at least a 4:1 margin. As an example, Congressman Gary Ackerman's annual NY Deli Event is one of the most anticipated fundraisers in DC each year and consistently raises over $150,000. In the 2006 cycle, all of Carl's challengers were among the top 40 targeted seats and each of his incumbents raised close to $400,000 in PAC contributions.

Carl Silverberg is a frequent guest lecturer at universities in the United States such as Washington University in St. Louis and Kenyon College in Ohio. He is an occasional guest on television and radio talk shows and a frequent source for newspaper articles. Carl wrote the chapter on PAC Fundraising for the book, "Winning Elections", the standard text in most college courses on campaigning.

Sandy Arsham, Local Fundraising Committee Chair:

Sandy is a former elected member of the Ramona School Board who has organizing fundraising events for various political and community causes. Winner of the National Lawyer’s Guild Civil Libertarian Award, she is a graduate of Thomas Jefferson School of Law and a former member of the San Diego County Commission on the Status of Women.
